2001 Toyota Corolla Engine burning oil

My car is burning 1500 oil every quarter my mile. I took the car to a Toyata dealer. They have recommended engine overhaul. I was seeking second opinion and I took the car to two independents mechanics. The first one told me that he can perform the engine overhaul, but he thinks that it not necessary because there is no blue or white smoke out the tail pipe when the engine is fired up even in the morning. The mechanics told me that if I want to waste my money, that's fine with him. The second mechanic told me the same. He advised the mileage is low for engine overhaul and the sympton is no there. What should I do?
PS: note that I drive for about 60 miles every day to work and back home.

Maximum oil consumption is 1 quart every 1,000 miles.

Perform a compression test to determine condition of rings, if one or more cylinders is 20% less, then could be ring problem, if compression is good, then valve guides or seals.

Also check for any oil leaks, and I agree with mechanics, it is highly unusual for an 01 to require an overhaul.

Was engine overheated at some point in time?

First thing to check for is leaks, especially since there is no blue smoke coming out exhaust.

Second have a compression and leak-down test performed to check condition of rings and valve guides.

One quart every 1,000 miles is considered upper limit
