2000 Toyota Corolla acceleration issue

My 2000 Toyota Corolla runs fine except when you press the accelerator for quick acceleration or right after starting the car. The car hesitates, sometimes dies. As long as you are accelerating normally the car runs fine. My mechanic hooked it up to the computer and did not receive any codes. He did a major tune up and tightened the throttle cable but this did not fix the problem. He is suggesting taking it to Toyota to have the throttle cable replaced. Do you have any suggestions? Why would replacing the cable make any difference?

He may think the cable is binding/streached or kinked, not sure I agree.

I would have the fuel pressure checked with a mechanical gauge, if fuel pressure is low it will cause it to hesitate.
Also check the fuel presure regulator, look for fuel pressure in the vacuum line, if any is present, change it.
