1996 Toyota Corolla ac cools only while driving

The ac on my car takes long time to cool the car.
The ac operates just fine when the car is being driven, however when it stops its starts blowing hot air (for example at a light). I got a quick check from an auto-repair shop and he said the refrigerant doesn't seem to be pumping right.
How do I fix the problem?

More than likely you have a leak in the system, there is a problem with the compressor, or the belt drive is slipping. Could also be the fan, which should come on at a low speed when the AC is turned on.

I would take it to an AC specialist.
