Brake and Tail lights will not go off. New bulbs in both , where is the combination switch?

When you said tail lights are ON always, that means your front park lights are ON too always. If the front park lights are OFF, maybe it is just your brake lights that is always ON. I would check your brake light switch. This is located above the brake pedal. The arm of the brake pedal is leaning on this switch. When brake pedal arm is leaning on the switch, it is OFF switch (brake lights are OFF). When you step on the brake pedal, the brake pedal arm is not leaning on the switch, ON switch (brake lights are ON). To make it simple, it is like the doorbell switch in your house but reverse purpose. You push it, OFF brake lights. You do not push it, ON brake lights.
