1993 Toyota Corolla Temperature

My interior temperature gauge rises at high RPM (est 3,500). When I turn on the heater on full the gauge lowers. At idle the gauge stays normal. There is no signs of over heating in the engine (ie steam). I has Goodyear check all my electrical switches which are fine.

What do I do?

Check the cooling fan! Does it come on at all?
When you turn the heat on, this IS cooling the coolant by blowing off the heat to the car interior...my money is on your fan...
