1993 Toyota Corolla Fuel filter propblem

I am wondering two things, I think. My fuel line that goes to my fuel filter has a rubber hose, in between the two metal gas lines,(looks kind of like some one took the cheap way out to connect the line together) So first question, When I start my car, the rubber hose begins to bulge and eventually burst, leaking fuel. May i assume the the fuel filter is clogged and fuel is being pumped until this back up happens, and second question, should I replace the line or is the rubber hose really suppose to be there?
