1993 Toyota Corolla Electrical Shock/battery draining

I believe I might have a short. I have gone through 2 batteries in the last 2 months. I believed that it was also possibly a faulty alternator. I just had it changed this week; however, I'm afraid that it didn't necessarily fix the problem. The shop tested the alternator (before replacing) one evening and it was actually providing more power than it was supposed to. The next morning however, it was below normal. My symptom of concern, however, is that the car shocks me (like an electrical fence shock) every time I get out after driving a good distance/time. To be that strong of a shock, it would have to be thousands of volts. What could cause that much voltage and how can I figure out what is causing it?
