1991 Toyota Corolla failed smog test

The car fails smog in speeds under 25 mph. The mechanic was confused and explained most cars fail in high speeds. He couldn't explain reasons or causes. He could only suggest to retry a couple of days later. Results were: NO (PPM), MAX-754, AVE-199, MEAS-1469. I understand that's not much information but any suggestions would be greatly appreciated.

The job of the EGR valve is to lower combustion temperature to prevent formation of oxides of nitrogen. Check it-its probably stuck closed not circulating the exhaust gases.
