1990 Toyota Corolla poor heater, and low temp gauge

In cold weather the heater in my car hardly works. Also the temp gauge barly comes above the low line. I have checked the fuild levels and recently replaced the thermostat and the problem still presists.

Check the heater control valve and heater core

To add to the good advice Rasmataz gave:

Check the heater core hoses, they should both be hot to the touch. If they are then the valve or heater core is suspect.

You should also drain and flush the cooling system.

The thermostat should have a small hole in the outer rim, this hole must be installed at 11:00 position, it bleeds air from the system.
Some aftermarket thermostats do not have this, if you have to, install a Toyota part and new O-ring seal.

a small hole in the outer rim, this hole must be installed at 11:00 position-They call it Jiggle valve not position right @ 11 air lock will form and will cause it to overheat-
