Why does my engine cooling fan stay on all the time?

Usually a bad fan switch located in the water housing below the dist.
It is a round white connector, it is designed to run the fan all the time if the fan switch fails (or the connection to it).
While it is possibe the relay is stuck, one test for the cooling fan is to disconnect the fan switch connector, if the fan runs, then the switch is bad.
