1989 Toyota Corolla Won't start - battery fully charged

Since I've had it my car refuses to start the first time. If I don't wait long enough (2-3 seconds) before trying the second time there's this horrible clicking sound and I always stopped quickly and waited a few seconds. After this it always started fine. Yesterday for no particular reason I kept going through the clicking for a couple extra seconds and got nothing. Then the car refused to start.

THe battery is fine, the lights and radio work fine, but when I turn the key I get nothing.

I have a portable jump-starter and when I hook that up to the battery the car does start.
