1989 Toyota Corolla leaking

Had the air worked on multiple times. It leaks under the passenger dash into the floorboard a lot. When they stop it from leaking the air is not cold at all. Help

Take it back to the mechanic who last worked on it and demand it be repaired at their expense.

They should also have converted it to R134A, although R12 is still available, it is VERY expensive.
