1980 Toyota Corolla Fails Smog test

I recently had a smog test: the CO levels were way above passing levels, all other emissions were acceptable. (the timming was at 22 deg btdc- should be 10 deg btdc) The timing was corrected. do you have any suggestions what would cause the CO levels to be outta wack? (The repair manual says the carb has a cap -which needs to be drilled out in order to adjust fuel / air mix. & that it does not require adjustment in schedualed maintanance. any insight is appreciated

Enigine is running too rich causing high CO levels.

Check with autoparts stores or Toyota for a carb rebuild kit or a rebuilt carb.

Someone nay have increased the timing to help mask the high CO levels, 22 degrees is WAY to much.
