1992 Toyota Celica fAILING EMMISSIONS

We failed emissions and after an $80 diag, the shop said it needed a $900 full tune up including O2 sensor & Coolant temp Sensor. We did the work: replaced plugs, wires, both sensors, changed oil, air filter and put completed fuel system cleaner in gas.

I drove it for 50 miles and took it back to be tested.

Failed Again! See results below:

HC(PPM) was 477 @ 2490 RPM
HC(PPM) was 608 @ 701 RPM

CO (%) was 9.99 @ both 2490 & 701

CO2 (%) was 7.0 @ 2490 & 8.3 @ 701 RPM

I would love advice before I spend more shop $$$

Ok this can be caused by any one of the following. Now don't just go replacing parts this is just what it could be if you have a digital multi meter then we can do some testing. Map sensor, tps sensor, air charge temp sensor, pcv valve plugged, or a vacuum leak. Now like I said we can do some testing if you have a multi meter get back to me.
