power window and lock

1999 Toyota Camry, 120,000 miles. The drivers door power window goes all the way up or down if enough time has passed since its last operation. If you run it all the way down & try to go up immediately, it will only go for an inch or less, then you must wait at least several seconds & it will go up a bit more. The longer you wait, lets say a minute, the window will go up completely. The same thing happens only in reverse if the window was down & you roll it up. Also the drivers side power lock acts very similarly, and affects and is affected by the window operation. Can anyone give me a clue as to what might be causing this?

take off the door panel and check if there is anything binding the window, check the wires from the door lock . if a wire was loose and got caught in the window mechanism. lube up the window mechanism and wind the window up and down. check the window channel and make sure nothing is loose.
