Cooling Fans

I have a 1999 Toyota Camry. When I drive the vehicle to the desired temperature in which the fans are suppose to come on they don't. When I turn the air conditioner on I see that they do come on. What could be causing this problem?

Camry can be a very tricky to deal with, it has about 4 fan relays-start with the coolant temperature sensor/thermal switch-fuses.Could also be the thermostat.and also the computer not activating the relay.
