When I am driving at 60mph and I step on the brake the car starts to shake

That's usually caused by distortion in the brake rotors. That is usually caused by overheated rotors that are cooled too rapidly.

You would need to replace the pads and rotors. I don't recommend trying to resurface them because the problem will come back again even faster.
