Code 2102 - no acceleration

Electrical problem
2004 Toyota Camry 4 cyl Two Wheel Drive Automatic 120000 miles

No acceleration with the pedal on a 2004 Camry drive by wire system. 1000-1200 RPM max. Code P2102 TAC Motor Circuit Low. Where would I first look to repair this problem. Throttle Position Sensor? Dirty throttle body? Bad wire? Pedal sensor? Thanks for the help.

CIRCUIT DESCRIPTION
The throttle motor is operated by the ECM and it opens and closes the throttle valve.
The opening angle of the throttle valve is detected by the throttle position sensor which is mounted on the throttle body. The throttle position sensor provides feedback to the ECM. This feedback allows the ECM to control the throttle motor and monitor the throttle opening angle as the ECM responds to driver inputs.
HINT:
This Electronic Throttle Control System (ETCS) does not use a throttle cable
