1999 Toyota Camry Check Engine Light

My check engine light is on. The car has no symptoms. The egr valve and the oxygen sensor has been replaced because of obd codes, but car is still reading code 0401-egr flow insufficient. I don't know what else to do. I need the car to pass inspection. Egr port was also checked and cleaned and hoses were checked for leaks.

Very common that VSV (vacuum switching valve) allows vacuum to flow all the time even if it clicks EGR will operate all the time and will trigger P0401 Because PCM looks for change in MAP sensor and HO2S from off to on.Easy to test just check for vacuum @EGR valve in Park with Cold engine EGR should not have vacuum.If it has vacuum the EGR VSV is Bad
