1997 Toyota Camry Starting car

my 1997 toyota camry will not start i recently took the battery out of the car and when i inserted it back in the car alarm start going off take note the alarm is just the backlights flashinhg and also the front. i do not have a button to stop it so i just let go until it went off by itself. the battery died so when i tried to jump it with another vehicle the car just does not start it sound like it is but does not start up none of the dash lights come on not even the radio but the car still tries to start any advice what should i do i even tried charging and changing the battery thanks
