1997 Toyota Camry low rpm when starting

Upon starting the RPM never goes to 500 , and huge amount of smoke comes out from the exhaust ,and slowly the smoke clears up .I have to keep my foot on the gas ,otherwise it will turn off . once I move the car ,then it's alright . check engine light is on ,wont pass smog check . Mechanic said bad oxygen sensor . what do you guys think ? I hate to pay for parts I dont need .

The mechanic did he scanned the computer and came up with the oxygen sensor-if so you need to replace it-

When the check engine light comes On during the smog test -it would fail-you need to get rid off the CEL in order to pass.

Yes he used his scan tool and came up with that diagnostics . can a scan tool be that specific ?

The scantool is a receiving computer it retreives code/s from your computer and that's what it reported a bad oxygen sensor within the engine management system.
