1996 Toyota Camry Shuttering when brakes applied

When the brakes are applied, the car seems to make a "shuttering" and grinding noise- if you slow down much slower, however, the noise isn't as bad. Also, it does seem to shake some. One repair shop has told us the engine mount needs to be replaced - another has said it's the transmission and we should drive it until it locks up. We purchased the car used and the lock next to the gear shift has been opened
