1994 Toyota Camry engine idle

This vehicle is notorious for throttle body buildup that affects the IAC valve. All postings i have read claim cleaning the IAC helps. When i start the car on a winter day it used to stall and require pumping the pedal to keep it running until it remained idled. After cleaning the TB and IAC, it stopped that. But it never idles high enough. It starts and idles at 1000rpms and once it reaches operating temp it settles to 850. It should initially idle cold at 1500 - 2000. I tested the IAC valve by applying voltage to the terminals and noticed it kicked up the idle to 1800. Could this be a problem with the ECU not supplying the right voltage? Temp sens. resistance tests normal. Vacuum hoses checked and old ones replaced. PCV, plugs etc changed. Has this been a common issue with some other part that i am missing?

You have checked the CTS and its good-remember the IACV and TPS goes hand in hand in idle problems-test the TPS closed and wide open throttle voltages refer to repair manual specs. And also should increase in voltages linearly-from close to WOT.

Ground the check engine connector TE1 to E-1 and adjust it till it hits atleast 1200rpm this will be good enough for minimum fast idle
