1992 Toyota Camry Starting/ignition problems

My car refuses to start about once a week. I have replaced the starter, and the ignition switch. When the car is acting up the clock dims, but nothing else. The car doesn't do anything... you turn the key and no clicking, no nothing. If you continue to try eventually(maybe 5 min maybe an hour) the car will start with no problem. A local mechanic has tested the power and no power is getting to the fuse, starter, sylonoid...anything related to the ignition system when it is acting up. The radio, lights, etc all work with no problem. Any ideas?

Did the mechanic tested the ST fuse 30amp, starter relay and park and neutral position switch? These items goes kaput nothing is gonna happen at the starter.

Also did he check the battery and connection?

I know that he tested the Starter 10 A but Im not sure about the 30 A. As for the neutral position... nothing changes/ still acts up. The battery is slightly corroded on the positive post but everything else seems to work ok, so way would it only effect one system?

What about the starter relay?

I am not sure. When my father originally looked at the car he stated that the relay was not located where the service manual said it would. Not sure if the mechanic checked it or not. Could you tell me more about the location and what it involves please.
