1991 Toyota Camry fuel pump

My car sometimes stalls specially when i drive over 100 kph, and sometimes its not picking up when i step on the accelerator, and when it stalls i have to wait for an hour or less to get it going again.
Engine temperature is good, as well as the battery.
Fuel filter is new, ive pulled out the fuel pump inside the tank, and tested the pressure, its only running on 15 to 30 psi, no filter and regulator),do you reckon i should replace the pump? Thanks

Your fuel pressure too low

It should be at 33-37 regulated psi. When you disconnect the vacuum hose at the regulator it should rise to 38-44psi
