1990 Toyota Camry Wont start

1990 Toyota Camry V6 Wheel Drive Type unknown Automatic 97,000 miles

I have a 1990 toyota camry v6 with 97,000 miles. The previous owner pulled out the alarm wires and all and since then told me that he had a problem with the back lights and dash lights. Car had trouble starting lights and radion would come on in the car and i would jump it and it would start. i changed the battery and alternator and try to stast it and it wont do a thing now. The head light go on, but nothing else in the car goes on . No clicking when starting no noise at all. The key in ignition sound doesnt even go on. please help . Thank you.

Inspect and test all the fusible links and miniature fuses in the power distribution box

With the aftermarket alarm they cut the starter wires so I would look there first, here is the starter wiring diagrams so you can see how the system works and I have included a guide they can help as well.
