1990 Toyota Camry Starting problems

About once every two weeks my car will not start and I have to jump start it. Something seems to be draining the battery and my mechanic can't figure it out. I have replaced the battery 3 times in the past year. I have replaced the alternator and the the problem remains. My mechanic told me it could not be the starter because I am able to jump start it. He put a meter on the battery while it was running and it did not show any sign of being drained. I have had two people tell me it might be the voltage regulator which they say is located in the starter. Any ideas?

Tell your mechanic to do an open voltage and a running load test-if the running load test is higher than the open voltage test-your fine aternator is putting out -if less than .05 -the alternator or the internal voltage regulator-there's a hole you can use to bypass the regulator behind the alternator to full field the alternator.
