1997 Toyota 4Runner engine running after key out of ignitio

I have had issues with the emergency brake sticking in the past.... When I started it up yesterday, the brake was frozen in place and didn't release as it has in the past. The real question is that when I turned off my engine, it stayed running and knocked violently, even when the key was removed from the ignition. It did this until I released the clutch. It is doing the same thing this morning.... any suggestions as to what might be causing this issue?

The engine is dieseling/run-on, could be caused by high idle-throttle plate not fully closed. loose or broken vacuum hose, incorrect ignition timing and failing igniton switch.
