1988 Toyota 4Runner Cold start problems/gets hot

I own a 1988 SR5 4Runner V6 3.0. It has very high mileage, but still runs decsent. When I first start my car, sometimes, especially winter, it will rev as high as 2,000 RPM's. I tried adjusting the throttle but it didn't help. And also when I drive for long periods of time, when I go to restart it, if it was only cut off for a few minutes, it wont always restart, tried new battery cables but haven't checked the starter. It's not over heating, but the battery and cables seem hot?

Lets do a fuel pressure check on it with a gauge-this checks out. Start checking the coolant temperature and throttle position sensor to include the idle air control valve-Might want to clean out the throttle body.
