Camshaft Timing

I had a motor mount break on my car and while I had it torn down I inspected the timing belt and saw that is needed replaced so I did. My issue is, suddenly the starter only clicks when I try to start it. Surely this does not have anything to do with the timing does it? It is a new starter. Reference to the cams aligning up, I noticed that when I move the sprockets with a wrench I have a spring action effect and it goes past the timing marks. Can I move the cam a little to align them? Last question is the crankshaft alignment. Not sure if I am getting this correct although from the diagram it appears I am.

The clicking may just be a bad battery connection or a starter problem, the only thing you need to make sure off is that the valve timing is correct, see pic below, if you have the valve timing out, you may have a valve hitting a piston and stopping the engine from rotating, so re check the timing and ensure that the engine will turn by hand, you can move the cams a little to make sure alignment is correct, the spring pressure is just a valve spring under some tension, but you do not want to be trying to turn cams more than a few degrees in any direction, they should be aligned to TDC before removal, so any movement due to spring tension is not a concern.
