my car acts like it wants to start but wont. i hear the fule pump startin. i changed the fuel filter but what could it make it act like it isnt enough gas to start?

have you checked spark at the plugs?

yes. is there 2 fuel filter on the car? like is there 1 in the fuel tank its self?

just one filter, located by the brake master cylinder. pump may be weak , need to test the pressure with gauge at fuel rail. if pressure is good then the fuel injectors will need tested.
