1998 subaru outback has dashboard relay buzz when trying to start. I get it started by switching back to Accessory and back to start multiple times until it catches and starts. It is getting worse. How difficult is it to replace? I assume I have to remove instrument dash cover?

Could be the main relay behind left side of dash test it and also the ignition switch. This problem can be a nightmare if your lacking electrical experience I recommend you bring it in.

I have an electronics background so I should be able to test iit with a multimeter. Thank you for verifiying that there is a relay behind the dash that could fit the symptoms. It would help to have a wiring diagram and dashboard removal proceedure so I will be looking for a manual on line.

I get it started by switching back to Accessory and back to start multiple times until it catches and starts.

If you have to do this you might want to start at the ignition switch. I do not have the dash removal process from Mit1 auto references-Sorry!
