1996 Subaru Outback overheating waterpump or head gasket

Engine Cooling problem
1996 Subaru Outback All Wheel Drive Automatic 184000 miles

I have changed the thermostat three times and now have been told the water pump could be an issue unfortunately we have the 2.5L and are wondering if it is a headgasket. There is foggy moisture coming out of the exhaust now also and we can't even go 20 miles without overheating. It does indeed spew like a geyser when it overheats so we are unsure of what needs to be done can you possibly help? Is it a head gasket or water pump?

at first i was thinking water pump, but the white exhaust and very rapid overheating and spewing of fluid, leads me to belive that it is a bad headgasket, have a compression test done on the cylinders, or let the vehicle warm and take off the radiator cap and fill it up to the top and if bubbls keep appearing theres a bad headgasket.
