Subaru Fans

I have a 1991 subaru legacy and the car works and everything but when i start it i can't drive really far because it over heats. I narrowed down the problem to my fans but I can't see why they don't work. Can you please help me ASAP

If it comes On when you power direct it, than either you have a relay/coolant temperature sensor or a separate temperature switch problem, further could also be the main computer that's failing to energize the relay/s.
