1997 Subaru overheating

1997 subaru Outback, Car is overheating, the headgaskets are not blown engine is a recent rebuild with low miles, I replaced the thermostat, coolant and hoses, I'm not getting any warm air out of the heater and I also found a large mouse nest on the engine, could heater or radiator be plugged or possibly mouse chewed a wire? how do you test a radiator if it is plugged? Could mouse urine short circuit a sending unit? No joke.....

the mouse could not be plugged by a mouse putting a nest in it as the coolant system is completely sealed off from outside. make sure that the fans are coming on when the engine heats up. and yes mouse urine can short out things, along with all other types of moisture.
