1992 Subaru Legacy Timing

Why would have all three pulleys set at TDC-by the #1 piston, and the starter kicks over, but when I set the the timings marks from the timing mark on the crankshaft position sensor, to the timing mark on the crankshaft sprocket, it starts erratically, runs 2 or 3 seconds and dies. I checked. In other words the timing marks are different. Also, when I set the canshaft pulleys to the timing notch, one of the pulleys always has some free play (Usually the right side pulley-passenger side) On the left side pulley, I allways need to start about an inch away from the timing notch, so when I pull it back to the timing mark, this gives me enough slack so I can get the Tensioner pulley on, then I woll pull the small allen wrench out of the tensioner holes so the belt tightens up. Is this correct. Also, if I have good gas out put coming out of the fuel pump filter when I turn the starter over-I have good spark-Compression is ok, then what else could it be? Fuel Injectors-Crankshaft/Camshaft position Sensors-ECU and how would I check these? Thanks alot!!!

Recheck the valve timing-remove the distributor-put no.1 piston on its compression stroke/TDC realign all timing marks as indicated below then reinstall the distributor making sure the rotor is pointing to the no.1 tower at the cap

I have a 96 I am replacing water pump and timing belt.there is a mark on the egine block next to the Crank Shaft gear- What is that?There is an arrow on the gear. There is also some kind of system on the back of the gear. What is that?There are straight lines on the front of the timing gears- no notches on the tops of the gears. What do I align with what?96 2.2L Legacy AWD.
