1992 Subaru Legacy Starting

Over the past six months in order to start the car you had to move the key back and forth before the car would start or turn over (turned the key and nothing happens). It did not engage the stater. At first I thought it was because I was not pressing the cluthch far enough to the floor. Then it seemed that it would start if I shifted the key around in the ingition switch. Now it just will not start unless you get lucky after turning the key on and off for up to 35 tiimes. Could it be the starter, ingition switch or some other control when you depress the clutch. I checked the battery and it is fine along with cleaned the terminals. When I turn the key all the lights on th dash board work just fine. The engine will not turn over.
