Transmission will not shift out of park?

Cannot shift out of park.

Car starts and runs (not battery).
Can hear solenoid when press brake.
Brake lights come on when pressed (releases lock on gear shift, is not button on shifter is brakes that release it).
Overriding shift interlock (depress in center console under plastic cover while shifting) does not allow shift out of park.
Shifting cable still attached, seems firm, and can see it move a little as attempt change from park.
Shifting weight/rocking vehicle (pawl) does not get it to shift out of park.

I'm not sure what else to try. Any help appreciated.

should not be related:
I had in shop 1 week ago calipers/pads front, pads/rotors/calipers rear. Brake flush, oil and filter change.
Only one other oddity fuel gauge went from 3/4 to empty (warning) then reset itself 1x when idling.

Hi,

I'm finding the hook that the return spring attaches to on the lower interlock lever breaks. See pic below. See if that is still in good condition.

That is what is broken. At least I know what it is. And can depress release at front to get into gear and down to shop. Thank you (stupid plastic piece)
