Turn the key and it whines

Okay, turn the key and it whines Ike it's running free. Gets fuel. Brand new relay bought today. New ICM, new ignition coil. Looking at starter something is not right. Missing wire? I see only one.

Does the starter turn when you turn it to start? It was unclear in your post.

It sounds like the starter Bendix drive may have failed. It is what engages the flywheel to make the engine turn.

Procedure

EXC. DIESEL ENGINES
1. Disconnect battery ground cable.
2. Raise and support vehicle.
3. Disconnect starter cable from starter.
4. Remove starter motor attaching bolts, then disconnect ground cable and lower starter from vehicle.
5. Reverse procedure to install.
