Speedometer

When I start my car the speedometer jumps up to 5 mph when staying still. When I start to drive it's faster than the actual speed, But when the speedometer gets to 30 mph it kinda stops and rises slowly. I would be doing 65-70 mph and the speedometer is only at 45. I've already replaces the VSS but still no change. Is this just the speedometer going out or a fuse or maybe a short.

It cold be either a short or speedo, which i'd bet on speedo as they are digital and do go bad. Check to see if getting voltage at cluster when stopped.

So would it just be my best bet to go ahead and replace the spedometer?

Check connections then have it scanned for codes a pro will need to do it because there is an ac/dc that could be the problem the speedo works but the inverter may be the cause of inaccuracy.
