1999 Skoda Felicia won, t start warm

Car starts great first turn cold but when the engine is warm wont start rev,s high at idle when running seems to be a small hose or tube missing from the side of the engine and when i put ny finger over the hose nipple the engine slows down to a normal idle speed but cant see where this hose should run to this seems to be some sort of air intake

It runs from the exhaust manifold have since found where it runs to but the car starts now every time but runs very sluggish as if on dirty petrol
