When attempting to start the car, nothing happens. Lights, radio, etc. work but there is nothing to indicate an attempt to turn over. The car was running fine 10 minutes earlier. Parked it, turned it off, went to start it 10 minutes later, and nothing

we have tested the battery and determined that the battery is not the problem. there is no clicking, whining, no nothing when we turn the key. we have tried moving the steering wheel a bit, putting it into neutral, and looking for an emergency gas cut off switch which we were unable to locate.
