When I attempt to come to a stop I apply the clutch when I am at about 2200 rpms and it revs up to 3000 until im completely stopped. Friend thought it was AC compressor. Is this whineing noise comeing from the idler pulley?

The first thing I would look for on that high idle is a vacuum leak. Check the hose going from the intake manifold to the pcv for a hole and check the hose's on the back of your throttle body injection for leak's especially the one that goes from the back of the throttle body injection to the map sensor. As far the noise goes you will need pop your belt off and spin the a/c compressor pulley by hand if the bearing is bad you will hear it roar. Then pop off your idler pulley put your finger in the bearing hole and spin it if the bearing is bad you will feel it. You could also take a long screwdriver and use it to listen and narrow the noise down, Just don't get it caught up it the spinning belt.
