1998 Saturn SC1 Car wont start right away

I have a 1998 Saturn and every since i've had it it will not start right away, i have to turn it over like 4 or 5 times before it will start and we have changed the spark plugs, oil filter, oil, fuel filter and we have even put fuel injector cleaner in it. I honestly dont know what else to do! It also has like a loss of power. When going up a steep hill it wont go. I push the pedal all the way to the floor and it gets to about 20 mph. i have even changed the air filter. Your my last hope... Oh and the battery is new, and i've had it checked at my local Auto Zone and its way good..

Check the fuel pressure if its within specs if okay-clean out the idle air control valve and test the coolant temperature and throttle position sensors-also check exhaust system for restriction
