Wont start

2000 saturn ls2 3.0. Has about 89,000miles. Ok so about two months ago the car just died. We come to find out that the timing belt broke. Which also bent the valves. So we replaced the timing belt and the tensioner had the heads rebuilt the car didnt start so a friend of my husbands looked at it and told us we needed to replace the ingnition coils and the spark plugs and we did that but the car still will not start. (By the way its VERY HARD to find parts for this car general places such as oreillys and auto zone generally dont carry it so most of it has to come from saturn) its really frustrating, my husband bless his heart has been working on it everyday as soon as he gets off work for it seems like for ever. He has done all the repairs himself and hes a desent mechanic. We bought the chilton and he replace the heads and the tensioner as it said step by step but the car still will not start. It has spark now but wont turn completly over. We have been told that it could be the fuel pump due to a security feature thats installed. We talked to someone at gm and they said to turn the key into the running position and leave it for 10 min and do this 3 times and it should reset the security feature. That didnt work. It has a half a tank of gas so thats not it. Were running out of options. If anyone has any idea of what it could possibly be please let me know were getting desperate and it would be greatly appreciated.

I also wanted to add that when you try to turn it over the car kind of jolts then nothing. And my husband said that the fuel pump is sending fuel but in little squirts. Is that normal? Thank you
