2012 Saturn Other Repair Question

RPM stuck at 4000

Have had this problem since 2001. Have a 1992 saturn SC DOHC with about 187,000 miles. At idle, if I rev up the engine the RPM's will not go past 4000. I remember it started after driving through a bad snow storm in germany. I believe I may have burnt the catalytic converter during the storm. Anyone has any suggestions.

I would check the throttle position sensor. It may be telling the pcm the throttle is only partially opened.
