1996 Other Saturn Models Inspection failure

I recently took my Saturn to get inspected and it failed because some of the monitors say they are not ready. The test indicates the Catalyst not ready, 02 Sens not ready, and EGR Sys not ready. Everything else is ok. The mechanic there said it was either my battery had a dead cell or there was something wrong with the computer. I checked the battery voltage after the car set overnight and it read 12.6 volts. I checked the charging system and it indicated a voltage of 14.9 volts. Is there any way I can check to see if it does have a bad computer or is there something else wrong?

You need to replace the thermostat and coolant sensor
then take it for a long trip

The computer will state that these are not ready if you have cleared trouble codes or if you have disconnected the battery. This will go away after the car has been started a few times. I think it is around 100 starts.
