1993 Other Saturn Models car won't start

MY car won't start. The lights work, the panel lights work, but when I turn the key, nothing. No clicking noise at all. Nothing! I went ahead and popped the clutch. Once it is running it is fine. Do you think it might be the starter?

If no click at all, either dead battery, ruled out due to having lights, Battery cable connections at both ends, or starter relay, I cant tell you where it is, because you didnt say which model your car is.
