2003 Saturn Ion Front turn signals

Electrical problem
2003 Saturn Ion 4 cyl Two Wheel Drive Automatic 142xxx miles

When I flip the turn signal the rear lights flash but not the front ones. The bulbs are fine but just don't flash. Could the signal flasher allow the rear ones to flash and not the front? If not, then what else could it be? Also, I have checked the fuses and they all seem to be fine.
