No left high beam - chgd bulb & ckd fuses

Electrical problem
1999 Saab 9-5 4 cyl Front Wheel Drive Manual 130000 miles

SID registers "FRONT LIGHT FAILURE" when the high beams are activated. The bulb has been replaced. All light fuses are still intact, including fuse #10 (high beam headlight left) under the hood. Even when the bulb is replaced by a known-working bulb, it still doesn't light. Suggestions?
